Despite assurances of loyalty to the Soviet power, M. A. Muravyev attempted to raise a rebellion on the Eastern front and move troops towards Moscow. However, the adventure he undertook ended in complete failure.

The RSFSR recognizes full civil and political equality for foreign workers engaged in productive labor on the territory of the Republic with Russian citizens.

The Constitution of the RSFSR was adopted on July 10, 1918, by the Fifth All-Russian Congress of Soviets.

I did not reply to the second telegram because such an appointment does not depend on me and is generally hardly possible, as it would disrupt the entire general order.
The Czechoslovak (and kulak) danger is so serious that, in my opinion, you should take upon yourself (and Trotsky, probably, will agree) a tour of the Western and Southern (German) fronts, etc., to speed up the movement of troops there to the Czechoslovak front?
1) In response to this note from V. I. Lenin, N. I. Podvoisky, a member of the Supreme Military Council, wrote that the units to be sent from Kursk to the Eastern front were still being formed. A brigade of 3 regiments with three batteries would depart on July 23.
2) This refers to I. I. Podvoisky's proposal to take charge of suppressing the Czechoslovak mutiny and counter-revolutionary uprisings in the Volga region and the Urals.

OUTLINE OF SPEECH AT THE JOINT SESSION OF THE CEC, MOSCOW SOVIET, FACTORY-COMMITTEES, AND PROFESSIONAL UNIONS OF MOSCOW

I. Before the new harvest — a critical period of the revolution. The peak of the crisis.
II. "State of war" has been determined:
Czechoslovaks (15 million) + White Guards landlords capitalists
Murmansk

Turkestan (British).
III. "Encirclement" by Anglo-French imperialists. "Ring". They have bribed and bought the bourgeoisie, in alliance with it.
IV. Food. Cut off from bread.
V. "Kulak uprisings"
Class character is clearer than clear:
proletariat + rural poor versus * kulaks and the bourgeoisie
* — against.

VI. War-weariness (Simbirsk: a peasant province)
+ treachery of commanders (as happened during the Great French Revolution).
VII. And yet, what decides is the state of war, is the war (civil).
All forces to the war!
All forces against the Czechoslovaks.
Treason and betrayal of the left SRs.
VIII. What is the struggle about? What is at stake?
a) Restoration of the power of landlords and capitalists
b) Restoration of the front, to drag into
the imperialist war.
