Astrakhan. Baku requests a response to the telegram of yesterday, which I transmitted to you today. I will speak with Shaumyan personally via wireless telegraph.
Lenin. I consider my response to be the telegram that I sent today to Astrakhan for Shaumyan*. Are there any questions that I have not answered?
Astrakhan. Today at 12 o'clock by Petrograd time, there will be a radio conversation directly with Shaumyan. Is there anything else you wish to transmit to him, besides the telegram?
Lenin. No. There is nothing more. I only ask to confirm whether it is true that in Baku, the Sovnarkom has resigned? Another question: if this is not true, how long does the power of the Bolsheviks expect to hold out in Baku?
Astrakhan. When can Astrakhan expect help for Baku, and in what quantity, so that we can prepare schooners and provisions?
Lenin. We cannot promise definitely, as there is also a shortage of troops here.

Enclosing herewith the resolution of the Council of People's Commissars dated July 30 of this year on the transfer of the Paratsk master workshops* to the jurisdiction of the People's Commissariat for Naval Affairs, I inform you that, due to certain military operations connected with the implementation of this resolution, it must be kept in the strictest secrecy; the procedure for its implementation is left to the discretion of the People's Commissariat for Naval Affairs.

* In the resolution of the Sovnarkom, measures were outlined for the creation of a base for the construction of the Volga Military Fleet in the Paratsk Zaton (Kazan Gubernia). The Baltic Plant was to begin its work there, with the addition of the Paratsk master workshops. (See Lenin Collection XXI, p. 134.)
** On August 2, 1918, the troops of the Entente landed in Arkhangelsk. On the same day, with the assistance of the interventionists, a "government of Northern Russia" was formed in Arkhangelsk. On August 3, the Anglo-French occupying forces began an offensive in the direction of Arkhangelsk-Vologda.
