LETTER TO THE CHAIRMAN OF THE VTsIK Ya. M. SVERDLOV

Forwarding to you herewith the resolution of the Council of People’s Commissars of July 30 of this year on the transfer of the Paratsk workshops* to the jurisdiction of the People’s Commissariat for Naval Affairs,* I bring to your attention that, in view of certain military operations associated with implementing this resolution, it is to be kept in the strictest secrecy; the procedure for its implementation, however, is left to the People’s Commissariat for Naval Affairs.

* In this telegram Lenin wrote: “All actions of the Dashnaks against the decisions of the Fifth Congress of Soviets and the central Soviet power will be regarded as rebellion and treason.
