TELEGRAM TO THE PETROGRAD COMMITTEE OF THE COMMUNISTS

We have held discussions with the agitational and logistical group that has arrived here from the Vyborg District. Such a group is undoubtedly highly needed and will play a pivotal role in Kazan Governorate, where it is being dispatched.
But at this very moment, there is no less urgent need for party workers who can enlighten, unite, and discipline the Soviet troops on the Czechoslovak Front.
The food supply problem cannot be resolved without suppressing the Czech–White Guard rebellion. It is imperative to send a large contingent of energetic, combat‑oriented party workers to this front without delay.
The complaint lodged by Petrograd—that we are depopulating Petrograd—is unfounded. Where else, if not in Petrograd, are we to draw the finest agitators and organizers for tasks of national importance? Moscow has already provided us with roughly 200 agitator‑commissars for the Czechoslovak Front. Petrograd must contribute no fewer than that number.
Former military personnel are desirable, though not strictly necessary: it is sufficient to be a steadfast, devoted revolutionary in order to render invaluable service to the cause of struggle against the Volga and Ural counter‑revolutionary movements.
