Then regarding food supplies I must say that today nothing is being distributed either in Petrograd or in Moscow. The situation is quite grave. Report whether you can take emergency measures, since there is nowhere else to obtain supplies except from you. The White uprising in Yaroslavl has been suppressed¹⁴⁰. Simbirsk has been taken by Whites or Czechs. Awaiting your reply.
