Panyushkin must immediately explain to me his actions
and attempts
to free Agapov.

Panyushkin is to leave for Moscow.

Agapov must remain under arrest. The Provincial Executive Committee is urgently to
submit to me a copy of the report on his case.

Both Kaminsky and Panyushkin must immediately
inform me of the implementation.

If Panyushkin proves guilty of disorganization,
he will be severely punished.

about the illegal actions of the commissar of the detachment of the All-Russian Central Executive Committee and the extraordinary military commissar of Tula Province, V. L. Panyushkin, which consisted
in the fact that he, using the forces of his detachment, attempted to free the garrison chief S. K. Agapov, who had been arrested by the commissar of justice and the provincial military commissar for embezzlement of public funds (see D. M. Oskin, *Notes of a Military Commissar*, 1931, pp. 82–90).
