1 In the first half of June 1918, at a series of sessions of the Council of People's Commissars held in Lenin's office and under his chairmanship, questions connected with the organization of Ural industry were discussed, the importance of which had grown in connection with the occupation of Ukraine by German imperialists. In resolving these questions, a large number of delegates from the Urals took part.

Response by Rykov: "It is necessary to request an opinion from the Union of Metalworkers and the Central Bureau of Trade Unions, and after that close the session."

AMENDMENT TO THE DECREE ON THE MONOPOLY OF FABRICS.

Decree ON THE MONOPOLY OF
FABRICS.¹

For the purpose of monopolizing products of textile production, the Council of People's Commissars decrees:

1) All fabrics, finished and unfinished, located in wholesale and factory warehouses within the Russian Socialist Federative Soviet Republic, pass into the possession of the State.

[10) The Center-for-Textiles, jointly with the Council for the Distribution of Fabrics, is instructed within five days to work out rules for the release of manufactured goods from factories.]

At the session of the Council of People's Commissars on July 16, 1918, following Lenin's report and the co-report of the chairman of the Center-for-Textiles Ya. E. Rudzutak, the question "On the methods of implementing the nationalization of all fabrics existing in the RSFSR" was discussed.

The following was resolved: "To recognize the requisition of fabrics as a method of nationalization; to instruct comrade Khmelnitsky (representative of the Center-for-Textiles) to work out, on the basis of the decrees already published on this question, a draft of a new decree, and on July 17, after preliminary discussion in the Supreme Council of the National Economy, to submit the draft for approval by the Council of People's Commissars." The draft worked out by the Supreme Council of the National Economy, with amendments made by Lenin, was approved at the session of the Council of People's Commissars on July 18, 1918. The decree was published in *Izvestiya of the All-Russian Central Executive Committee* No. 154 of July 23, 1918.
