TELEGRAM TO THE KAZAN PROVINCIAL EXECUTIVE COMMITTEE ON THE REORGANIZATION OF THE PROVINCIAL FOOD COMMITTEE.
July 17, 1918.
I propose to immediately remove the Kazan Provincial Food Committee from their duties. The authority to reorganize the provincial food organs is vested in the Member of the Collegium of the People's Commissariat for Food, Dmitry Malutin1, and I request that you act in accordance with his instructions. Immediately, on behalf of the Provincial Soviet, publish the revocation of the military staff's resolution raising the fixed prices for grain. Immediately restore the state-wide fixed prices. [603]

To the Saratov Provincial Soviet, the Commission for Colonies; to the Soviets: Kamyshevsky, Vol’sky, Atkarsky—of Saratov Province; Novo-Uzensky and Nikolayevsky—of Samara Province.

The Council of People's Commissars has resolved: any contributions, confiscations, and requisitions of grain among German colonists in the Volga region can only take place with the consent of the Commission for German Affairs in Saratov. From the standpoint of general state interests, any unauthorized actions by local Soviets against German colonists may lead to very deplorable consequences.
