I have received a complaint from Stanislaw Palinski, an old Polish revolutionary who is recommended by
Steklov. Palinski has been arrested at the Berezniki soda works,
Verkhstiya post-station, Perm Gubernia, on a charge of counter-revolutionary activity and sympathy for the
Czechoslovaks.

Palinski writes that the Legal Commission of the Usolye
Uyezd Soviet found nothing criminal in his actions.

I urgently request you to carry out a strict check and impartial examination of the matter, and allow Palinski
passage to Poland.
