It is necessary to remove from the front superfluous units and individual commanders, but each time with the consent of the High Military Council1*, on condition that the units are provided with a supply of supplies.

Party workers should be sent exclusively to the Revolutionary Military Council.

An independent supply apparatus at the front would cause confusion. The Volga Military Commissariat is being established in Kazan, on which the Czechoslovak front will be based. Henceforth, until the formation of the district, supply is provided from the center.

Horse and other duties should be established, according to your proposal, by decrees of the central government.

Vatsetis has been appointed commander-in-chief on the Czechoslovak front. Commissar Danishevsky is included in the Revolutionary Military Council.

All units and commanders are to be sent to the front on the instructions of Vatsetis.
