Write on the reverse side the specific reason, place, time, name (Smirnov) and a request to the Central Committee to summon members of the presidium of the Moscow Sovdep for a “conversation” with them.

The note is attached to the minutes of the meeting of the Council of People’s Commissars on 12 July 1918, at which the first item discussed was a report by Deputy People’s Commissar of Internal Affairs A. P. Smirnov that many government institutions, taking advantage of church holidays and contrary to the orders of the People’s Commissar of Labour, are arranging non‑attendance days for themselves, thereby introducing disorganization into the overall work.

On this issue, a decision was adopted to charge Deputy People’s Commissar of Labour V. P. Nogin with investigating this matter and bringing those responsible to account.
