The bearer hereof, Comrade Radek, is traveling as an authorized representative of the People's Commissariat of Foreign Affairs and the Council of People's Commissars to Orsha, bearing a matter of considerable international importance.

All Soviet organizations, as well as all military and railroad authorities, are instructed to render every possible assistance to Comrade Radek and to carry out his orders.
