1 During the session of the Fifth All-Russian Congress of Soviets on 6 July 1918, the Central Committee of the Left Socialist-Revolutionary Party staged a rebellion in Moscow, and the German government's envoy, Count V. Mirbach, was assassinated. In connection with this, at 10:00 PM on 6 July, the Chairman of the All-Russian Central Executive Committee, Ya.M. Sverdlov, issued an order canceling all previously issued passes for free travel by automobile. Only passes "issued no earlier than 6 July and signed by one of the following persons: the Chairman of the Council of People's Commissars, Vl. Ulyanov (Lenin), the Chairman of the Central Executive Committee, Sverdlov, and the People's Commissar for Military Affairs, L. Trotsky" were considered valid (Decrees of the Soviet Power. Vol. III. Moscow, 1964, p. 622).
