ON THE LIBERATION OF THE PEASANTRY
AGRICULTURAL MACHINERY AND INDUSTRIALIZATION 1.

Establish a commission composed of representatives from the Commissariat of Land Affairs, the Department of Agricultural Machinery under the Supreme Council of National Economy, and the Commissariat of Food Supply (with Comrade Kozmin invited to participate in an advisory capacity) to deliberate on practical measures for assisting the peasantry by providing them with agricultural machinery. The Commission is instructed to convene tomorrow morning, July 3, so that it may immediately begin consultations with the delegates who have arrived for the 5th Congress. The convocation of the Commission and the submission of its report to the Council of People’s Commissars are to be entrusted to Comrade Kharlov. Implementation of the Commission’s recommendations is to be assigned to Comrade Sereda. 1 The resolution was adopted at a meeting of the Council of People’s Commissars on July 2, 1918, “in response to Lenin’s urgent appeal to meet the peasants’ pressing need for agricultural machinery” (Minutes of the Council of People’s Commissars, No. 152, dated July 2, 1918).

The Fifth All‑Russian Congress of Soviets was convened in Moscow in July 1918.
