** The addendum was penned by V. I. Lenin on a telegram from A. D. Tsurupa, in which Tsurupa recommended that the specialists tasked with procuring and transporting grain—sent to Tsaritsyn under the authority of the Chokprod (the Extraordinary Regional Food Committee for Southern Russia)—be placed at the disposal of the Chokprod.
