1 The correspondence with S.M. Ter-Gabrielyan was due to the delay in dispatching his detachment to Baku. On 5 June 1918, this was reported at a Sovnarkom meeting, and on 6 June, an order was issued to the Moscow office of the State Bank to provide Ter-Gabrielyan with funds for his trip (see also this collection, p. 83).

Why and how did it happen that Gorbunov does not work for you? Why did you not formally secure his position? 

This matter must be moved forward formally:
1. Formally request Gorbunov.
2. Formally appeal against his refusal.
(Otherwise, you will be imprisoned for inaction).
1 The correspondence with V.I. Nevsky took place during a Sovnarkom meeting on 12 June 1918, in connection with the appointment of P.P. Gorbunov to a responsible position in the People's Commissariat of Communications.
2 In the correspondence, there is a response from N.P. Gorbunov explaining personal reasons that prevent him from taking up a responsible post in the NKP.
