REMARKS ON THE DRAFT "REGULATIONS ON THE MANAGEMENT OF NATIONALIZED ENTERPRISES" 1

Communism requires and presupposes the greatest centralization of large-scale production throughout the country. Therefore, the all-Russian center must undoubtedly be given the right to subordinate directly all enterprises in a given sector. Regional centers define their functions depending on local, living, and other conditions, in accordance with general production guidelines and decisions of the center.
To deprive the All-Russian center of the right to directly subordinate all enterprises in a given sector across the entire country, as follows from the commission's draft, would be regionalist anarcho-syndicalism, not communism.
1 At the First All-Russian Congress of Councils of National Economy, held in Moscow from May 26 to June 4, 1918, the issue of approving the "Regulations on the Management of Nationalized Enterprises" was on the agenda. The draft regulations were discussed at the section meetings on May 28 and 30. The editing of the draft was entrusted to a commission elected at the section. The draft prepared by the commission was submitted to the conciliation commission of the Council of People's Commissars, which worked under the leadership of V. I. Lenin.
