In the newspaper "Dumy pakharya" (organ of the Sergachsky District Soviet) No. 5—6
of 17 (4) May 1918, together with the present note, was published
the report of Rodionov to the Sergachsky District Soviet on 14 May 1918 concerning his
trip to Moscow, his conversation with Lenin, and his participation in a session of the All-Russian Central
Executive Committee, where on 29 April 1918 Lenin delivered a report on the immediate
tasks of Soviet power.

Ya. M. Sverdlov — an outstanding figure of the Communist Party
and the Soviet state. Party member since 1901. From 1912 — member
of the Central Committee of the RSDLP. In 1917—1919 directed the Secretariat of the Central Committee. From November
1917 — Chairman of the All-Russian Central Executive Committee.

To the People's Commissar for Military Affairs

In the event it becomes necessary to evacuate the valuables of the Republic
to especially reliable locations, I authorize Comrade T. I. Popov,
Commissioner-Manager of the Moscow Office of the People's (State) Bank,
to direct this matter, who is to receive all necessary instructions on this
subject directly from me or from the People's Commissar of Finance,
Comrade Gukovsky.

I request you, on your part, to extend full assistance to Comrade Popov
in fulfilling the assignment entrusted to him, by placing at his disposal
a sufficiently reliable and responsible military escort for the accompaniment
of the valuables along the railways, waterways, and overland routes, with
adequate, reliable, and experienced command personnel, to whom you are to
grant extraordinary powers for all types of orders, with respect to the extent
and character of which you are to reach an agreement with Comrade Popov.

You are hereby directed to entrust Comrade Minkin with the dispatch
of the train with valuables evacuated from Syzran to its destination together
with the valuables being evacuated from Penza. Leave with the train
the bank commissioner and employees accompanying the train.
Non-fulfillment of this directive places responsibility upon you.

**DIRECTIVE TO THE COMMISSIONER AND ADMINISTRATION
OF THE MINT**

29 June 1918

To the Commissioner and Administration of the Mint

In accordance with the attached specimen, the Council of People's Commissars
proposes that the Mint manufacture in the shortest possible time
artistically executed copper seals — one for sealing wax and one for ink
— bearing the state seal. The text is to be executed in the new orthography.
The work is to be carried out under supervision, and the seals are to be
executed in single copies only. Upon receipt of the present directive, as well as
of the specimen seal, notify the Secretary of the Council of People's Commissars.
