According to a long-planned project, after prolonged preparatory work, finally, on June 28, a decree was approved, whose publication was eagerly awaited by the popular masses of Russia and whose publication has been delayed by circumstances beyond the will and desire of Soviet power.

According to this decree, all industrial and trade-industrial enterprises of the following branches of production located within the territory of the Republic are declared the property of the Russian Socialist Federative Soviet Republic: enterprises engaged in mining mineral fuel, iron and copper ore, platinum production, tungsten mining, silver-lead ore and zinc mining, asbestos, gold industry, salt mining; enterprises for the smelting of iron, iron and copper in raw form, obtaining semipro­ducts from them and the processing of these semiproducts by rolling, drawing, stamping and chemical processing, the construction of machinery, all kinds of aircraft, motor vehicles, the construction of ships, locomotives, railway cars, bridges, iron structures; the manufacture of precision instruments, firearms, machine guns, artillery pieces and their parts, fittings, products from metals; enterprises engaged in the processing of cotton, hemp, wool, flax, silk-jute, sizing and dyeing; enterprises of the electrotechnical industry; cable factories; enterprises of the lumber and woodworking industry; tobacco and makhorka enterprises; all enterprises of the rubber industry, enterprises of the glass, crystal, mirror, porcelain, faience, tableware, bottle glass and chemical glass production, pottery, tile, ceramic, majolica and terra cotta production enterprises; enterprises of shoe and leather tanning factories; cement enterprises; steam mills; enterprises providing water supply, gas, tramways, horse-drawn railways, enterprises engaged in sewage; enterprises of private railways and branch lines and others.

The property of the Soviet Republic has been transferred by this decree to the majority of joint-stock and profit-sharing companies and partnerships, as well as to a number of the largest enterprises and factories of general state significance.

The execution of the decree is entrusted to the Supreme Council of the National Economy.

*With the beginning of the work of the financial commission in Berlin from June 20, 1918, in accordance with the Brest Peace Treaty, the German delegation presented to the Russian delegation a number of oppressive demands, first and foremost a demand for immediate complete payment for enterprises being nationalized in Russia after July 1, 1918, belonging to German capitalists. The Soviet government had been preparing for a long time a decree on the nationalization of industrial enterprises, which was adopted on June 28, 1918, which Lenin informs the Soviet embassy in Berlin of in this present radiogram.
