The Fourth Moscow Conference of Factory Committees, fully supporting the food policy of Soviet power, especially approves (and insists on the necessity for all workers to support) the policy of uniting the rural poor.

The liberation of workers can be the work of only the workers themselves, and only the closest alliance of urban workers with the rural poor is capable of overcoming the resistance of the bourgeoisie and kulaks, taking into their own hands all the surplus grain and distributing it correctly among those in need in both city and countryside.

The Conference calls upon all factory committees to strain all their efforts in order to organize broader masses of workers into food detachments and move them, under the leadership of the most reliable comrades, to active, comprehensive support of the food policy of the workers' and peasants' government.
