The loading of grain in Nizhny for Moscow is being held up by the absence of loading equipment. In connection with the extremely grave food situation in Moscow, it is absolutely necessary to take measures and employ all efforts for the immediate loading and dispatch to Moscow of the grain designated by Komprod. Military and civil authorities are hereby ordered to mobilize workers and soldiers without the slightest loss of time for the immediate loading of grain. Report by telegraph on execution. For negligence or lack of energy, responsibility shall be borne in accordance with the laws of wartime.
