LETTER OF CREDENCE OF THE PLENIPOTENTIARY
REPRESENTATIVE OF THE RSFSR IN THE NORTH
AMERICAN UNITED STATES
June 21, 1918
The Council of People's Commissars hereby announces that it has appointed
Maxim Maximovich Litvinov as Plenipotentiary Representative
of the Russian Socialist Federative Soviet
Republic in the North American United States.
In view of this, the Council of People's Commissars invites each
and everyone whom it may concern to recognize him in this
capacity, and the relevant authorities to provide him with the necessary assistance
in the performance of his duties and to grant him all the rights, advantages
and liberties that belong to his rank.

NOTE TO THE PEOPLE'S COMMISSAR FOR MILITARY AFFAIRS

There is here (arrived from Astrakhan—Baku—Tsaritsyn) a Caucasian
commissar Ivanov,—seems to be an excellent warrior and capable
of suppressing kulak uprisings in a r e a l way. He is eager
for the Czechoslovak front. Asks to give him 500 people. Is it not possible
to quickly satisfy his request? And to what extent?

Transmit to all commissariats of the city and suburbs within
a radius of 50 versts: In addition to the automobiles of the People's
Commissars, also allow passage for the automobiles of combat detachments. Detain all
automobiles of the Extraordinary Commission for Combating Counter-Revolution, arrest all
"Left" SRs, members of this commission, especially Zaks and Alexandrovich. Bring those of doubtful party
affiliation to the Kremlin for clarification.

100 people with an armored car.

V. I. Lenin, the Moscow Soviet
immediately sent out the following telegram:
"Telegram from the Moscow Soviet of Workers' Deputies to Basmanny,
Lefortovo, Railway, and Sokolniki districts. In this direction, "Left" SRs are fleeing, numbering 100 people with an armored car. Take all measures
to detain this armored car. Throw logs on the road, establish other barriers, stocking up in advance on hand grenades
and bombs. Warn working-class organizations in the vicinity of Moscow
along all roads along which the armored car could flee. They ask to be notified
immediately if there is any information about the appearance of the armored car with the rebels.
