Immediately allow free passage both for the logs you have placed for drying and for all other logs that are to proceed down the Volga to state and other sawmills. Under no circumstances whatsoever levy any taxes or assessments*. Delay in this matter causes grave harm to the Soviet republic, for which you will strictly answer before the revolutionary court. Report immediately by telegraph on the execution of this order to the Council of People's Commissars.
