ORDER OF THE SOVNARKOM TO THE PENZA BRANCH
OF THE STATE PAPER PROCUREMENT EXPEDITION, IN LIGHT OF THE ENEMY THREAT TO PENZA
JUNE 18, 1918
You are hereby instructed, in immediate and utmost haste—and by means of a partial evacuation to Moscow—to render the Penza Branch of the State Paper Procurement Expedition completely unfit for the printing of banknotes by our enemies; yet you must ensure, at all costs, that the branch can be swiftly and fully restored to operational capacity for banknote printing should Penza be liberated from danger, through the return of all evacuated personnel.
You shall answer with your life for the faithful execution of this order.

Two employees of our telegraph office (Kremlin, Sovnarkom) have submitted requests for transfer.
One request is here.
As for the other, might it not be possible to handle it within the telegraph premises?

Podbelsky, replied: “This employee is a Morse operator—of whom we have more than enough—so granting him the pleasure of being transferred to Simbirsk Governorate will certainly cost us nothing. As for the second employee, he has already been assigned to Murmansk.”
