Birschert has a food detachment of about 600 men.  
Birschert requests: "Send me forward quickly."  
Trotsky ordered an inspection of the detachment. Trotsky was informed that the inspection yielded favorable results.  
This matter must not be neglected!  
In my opinion, you must immediately issue an order:  
either merge Birschert’s detachment with two good Petrograd detachments under the overall command of a reliable person  
or assign Birschert’s detachment 2–3 reliable commissars and instructors with a requirement for reports from them once or twice a month.  

[1] The date is established based on a letter from A. Tsyurupa instructing Birschert to transfer the detachment to the acting chief commissar of food detachments, Zusmanovich, and to carry out work as directed by the latter.
