We must bring the matter concerning the Commission on State Control to a swift conclusion. I ask you to come to the SNK today and take the floor to address the agenda. Do you agree?2.

In late March 1918, a conflict arose within the Collegium of the People’s Commissariat for State Control, and in order to resolve it, the SNK appointed a commission on April 1. The issue remained on the SNK’s agenda for months, repeatedly postponed for a variety of reasons. Ultimately, the commission was formed, comprising M. Kozlovsky, M. Vronsky, M. Vladimirov, and others. On June 11, 1918, the SNK heard a report by M. Kozlovsky, who argued that the conflict had arisen from fundamental disagreements between the People’s Commissariat for State Control and the Central Commission for State Control regarding the tasks of state control and the methods employed in its implementation; the SNK subsequently adopted a resolution abolishing the Central Commission for State Control (see Minutes of the SNK, No. 137, archive of the IMEL, D1 11589).
