All local Soviets, food organs, and committees of the poor, as well as all other organs of Soviet power, are subordinated to the directives of this conference on the corresponding questions.
... may all without any restrictions whatsoever, both local and incoming, inhabitants of villages, not having surpluses of grain or other food products, not having commercial, industrial, and similar establishments, not making use of either wage labor or day labor 646.

Detailed regulations concerning the relationship between the committees of the poor and local Soviets, concerning the distribution of matters of jurisdiction between the one and the other, will be issued separately.
