The Council of People's Commissars confirms that all banks, including the State Bank (People's Bank of the Russian Republic) as well as former private banks, are under the jurisdiction of the Commissariat of Finance. All commissars of any banks whatsoever, no matter by whom appointed, as well as those of savings banks, are obliged to carry out the orders of the People's Commissar of Finance.  

The Council of People's Commissars reminds all Soviets and all banking institutions that the strictest centralization of all banking affairs follows with absolute necessity from the entire policy of Soviet power and from all decrees issued by it.
