In view of the interruption of the Siberian railway by the Czechoslovaks and the enormous threat to transport, in view of the disruption of transport, the greatest danger threatens food affairs. Comrade Vladimirov insists, and I support him, that Petrograd urgently send its best food workers to Moscow. These workers, together with strong detachments of selected workers, can save the cause.

Do not delay. Do not wait for help from outside. Strain all forces for emergency measures on the part of the Petrograd workers.
