Comrade Dyrenko's account of the measures he is undertaking in Rybinsk to raise labor discipline, and of their support by the workers, has shown me that the comrades of Rybinsk are approaching the solution of the most important and most pressing tasks of the present time correctly, and I request the representatives of Soviet power and the workers' organizations of the city of Rybinsk to accept from me my wishes for even more energetic work and to achieve the best possible success in this sphere.
