THE APPOINTMENT OF I. V. STALIN AS LEADER
TO OVERSEE FOOD SUPPLIES IN THE SOUTHERN REGIONS OF RUSSIA.

Appointment.
Comrade Joseph Vissarionovich Stalin, Member of the Council of People’s Commissars and People’s Commissar, is hereby appointed by the Council of People’s Commissars as the overall supervisor of food supply affairs in the southern regions of Russia, vested with extraordinary powers. Local and regional Sovnarkoms, Sovdeps, Revkoms, staff headquarters and detachment commanders, railway organizations and station masters, as well as organizations of the Merchant Marine, river and sea shipping, postal–telegraph services, and food supply agencies—every single commissar is obligated to carry out the directives issued by Comrade Stalin.
