TELEGRAM TO THE GUBERNIA SOVIET OF DEPUTIES AND THE GUBERNIA FOOD COMMITTEE

The Grain and Forage Administration has received a telephone message
from Nizhny from Volgoprod, from which it is clear that you are giving an ultimatum
demanding that 100,000 poods be released into your disposal from the grain in Nizhny. Categorically reject
this demand. I declare that we will respond to your actions in the direction
of seizing the grain in Nizhny from Volgoprod with the use of armed force; moreover, all persons guilty of
the seizure will be removed from their posts and brought to trial. Answer
within 24 hours.
A total of 700,000 poods of grain have arrived in Nizhny, which
must be distributed among two dozen gubernias and go to tens of millions of hungry people. How
can you demand that 100,000 poods be released only to you?
You were assigned 20,000. You took another
30,000 besides them. We appeal to your revolutionary conscience.

The German authorities declare: Troops from Yeisk are carrying out
raids on territories occupied by German troops. We point
out that the established demarcation line should under no circumstances
be violated. Those guilty will be subject to strict responsibility before the Revolutionary Tribunal*.
