Appointment.

Member of the Council of People's Commissars, People's Commissar
Joseph Vissarionovich Stalin, is appointed by the Council of People's
Commissars as the general head of food affairs in the south of Russia, vested with extraordinary rights. Local and
regional councils of people's commissars, Soviets of workers' and soldiers' deputies, revolutionary committees, headquarters and commanders
of detachments, railway organizations and station masters,
Lesnnnsni:! collection X V III organizations of the merchant fleet, river and sea, postal-tele-
graphic and food organizations, all commissars are obliged
to carry out the orders of Comrade Stalin.
