NOTE FROM TSURUPO.
The review of the decree on food matters in the Presidium of the CEC has just been completed. A number of amendments have been made, marked in black ink. There are quite significant ones that change the essence of the powers. Briefly state your opinion and also inform me of the formal procedure for its implementation, given that before the adoption of the decree, I declared my resignation from my powers.

LENIN'S RESPONSE.
The decree has been worsened (but, in my opinion, in minor details, and it is not worth delaying: this can be done by a complaint to the CC — but, in my opinion, it is not worth it).
Your statement of resignation, until it is accepted, has no legal significance.

This concerns the food decree adopted at the meeting of the SNK and VTsIK on May 9 (see p. 83) and sent to the Presidium of the VTsIK for final editing.

The notes printed below were written in connection with the draft decree on the reorganization of the Commissariat of Food and local food bodies. This decree was subsequently discussed at the meetings of the SNK on May 22 and 23, and adopted by the VTsIK on May 21. NOTE FROM LENIN.
1) Has your project (on the organization of the Commissariats of Supply) been communicated to all departments?
2) Take the floor today to put this on the agenda for tomorrow.
3) Does your project not overly emphasize bureaucratic formality? Shouldn't [the project] include the participation of 20-50 workers (with strict recommendations) in each Commissariat of Supply in the grain-producing provinces?
Can we also insert into the telegram, pages 4-5?

TSURUPO'S RESPONSE.
1) The project has been discussed with the regional representatives, approved by Rykov and VSNKh in the part concerning the establishment of the Commissariat of Supply (Central).
2) I will take the floor.
3) The project provides for the construction of Commissariats of Supply along the lines of the Soviets; the Commissariats of Supply should not be cumbersome. It is possible to insert a clause about the participation of 20-50 workers in each Commissariat of the grain-producing provinces, but for participation in the technical apparatus as a cadre for dispatch to the volosts.
Introducing such a number of workers into the composition of the Commissariats will provoke protests at the local level.
III.
LENIN'S NOTE ON TSURUPO'S RESPONSE.
Of course, not into the composition of the Commissariats, but into the cadres:
1) agitators
2) controllers
3) executors.
