Liski. To Commander Sivers

The German authorities state [that] the commander of the Russian military forces in Liski has refused to conclude an armistice, saying that in the Markovka-Boguchar area there can be no question of an armistice. Opposition to a truce is extremely harmful to the interests of the Republic. We need a truce, we categorically demand that such unacceptable behavior be put an end to.
