A draft resolution was brought—evidently for familiarization—to Lenin by a workers' delegation elected to visit Lenin at the conference of the largest metallurgical enterprises of the RSFSR, May 18, 1918 (the conference, convened to discuss issues related to the nationalization of metallurgical enterprises, took place in Moscow from May 12 to May 18, 1918). Lenin also brings up the same idea about the need to "immediately elect a Provisional Soviet" for the preparation of the unification of state metallurgical plants in his letter "To the Conference of Representatives of Nationalized Enterprises" dated May 18, 1918.
