The situation in Baku is difficult from an international perspective. Therefore, I would advise attempting a bloc with Jordania. If that is impossible — you must maneuver and delay a decision until you strengthen yourselves militarily. Sober reckoning and diplomacy for the sake of delay — remember this.

Set up a radio station and send me letters through Astrakhan.
