If the prosecutor does not protest within 3 days, the case proceeds further.

Upon completion of the investigation in each case, it is presented to the accused or their defender, who has the right to make their remarks on the conducted investigation. The question of further proceedings is resolved by the Investigative Commission.

AMENDMENTS TO THE DRAFT REGULATIONS
ON THE REVOLUTIONARY TRIBUNAL UNDER THE CEC
22/IV [1918]
1. For the trial of cases that will be removed from the jurisdiction of local Revolutionary Tribunals by decisions of the Presidium of the CEC, the Council of People's Commissars, or the People's Commissariat of Justice, an Extraordinary Revolutionary Tribunal is established under the Central Executive Committee.
2. The Extraordinary Revolutionary Tribunal is elected by the Central Executive Committee, consisting of one chairman and six members, for a term of three months. The chairman and members of the Extraordinary Revolutionary Tribunal may be recalled before the end of this term.
3. Sessions of the Extraordinary Revolutionary Tribunal are convened by the Presidium of the CEC, on its own initiative, or at the suggestion of the Council of People's Commissars or the People's Commissariat of Justice.
4. For the investigation of cases referred to the Extraordinary Revolutionary Tribunal, an Investigative Commission is established under the CEC, consisting of three persons, elected by the Central Executive Committee.
5. Under the Extraordinary Revolutionary Tribunal, a Central College of Prosecutors is established, consisting of three persons, elected by the Central Executive Committee.
