A circular of the Commissariat] of Food] must be composed —
or, perhaps, even better a decree of the C. P. C. — with a most detailed explanation:
— that delegate committees must be allowed to work jointly
with the gubernia food committees and under their leadership;
— that separate existence and separate] operations of delegate committees are inadmissible;
— that such constantly leads to the infiltration of speculators;
— that the assistance of delegate committees and their participation in agitation against kulaks and speculators, under the
leadership of agitational detachments of the gubernia food committees, etc., are especially desirable.
All this should be expounded in the most detail and very popularly and printed.
1 The minutes of the C.P.C. meeting of May 20 contain a proposal by A. Tsiurupa to put on the agenda a draft decree on the reorganization of local food authorities and on the transformation of the Commissariat of Food into the Commissariat of Supply, and the decision of the C.P.C. to postpone the discussion of the issue to May 22, 1918.
2 Lenin's proposal is formulated in § 3 of the second section of the decree
on local authorities as follows:
“Special detachments are established under the local food authorities, at the discretion of the People’s Commissar for Food, from conscious and recommended partyazsh workers, standing on the Soviet platform, professional and Soviet organizations of workers, formed primarily in consuming areas.
These detachments are at the disposal of the local food authorities and in their activities are subject to the instructions of the latter.
Local food authorities use detachments for organizational, instructor, and agitation purposes.
The most important task of the workers' detachments should be the organization of the laboring peasantry against the kulaks.
The activities of these detachments are determined by a special instruction approved by the People's Commissar for Food” (see Appendices to Vol. XXIII of Works, p. 529).

pravda" No. 103, May 22, 1918), which under the title "Sketch of a tele
gram to Petersburg workers on May 21, 1918" is printed in Works,

The document printed below is, apparently, a draft resolution of the C.P.C., written by A.D. Tsiurupa in connection
with Lenin's proposal to clarify the relationship between delegate
committees and gubernia food committees (see p. 94). This resolution is not recorded in the C.P.C. minutes; it is possible that it was not even introduced.
