ANSWER OF A. D. TSURUPA

1) The project has been discussed with the regionalists, approved by Rykov and the Supreme Council of National Economy in the part concerning the establishment of the Commissariat of Supply (central).

2) I will take the floor on the agenda.

3) The project envisages the construction of supply commissariats along the lines of the Soviets; the supply commissariats should not be cumbersome. Inserting a clause on the participation of 20-50 workers in each commissariat of grain provinces is possible, but for participation in the technical apparatus as a cadre for distribution to the volosts.

The introduction of such a number of employees into the composition of the commissariats will cause protests in the localities.

It is necessary to draw up a circular of the Commissariat of Food – or, perhaps even better, a decree of the Council of People's Commissars – with the most detailed explanation:

– that delegate committees must be allowed to work jointly with and under the guidance of the gubernia food committees; – that the separate existence and separate operations of delegate committees are inadmissible; – that this constantly leads to the penetration of speculators; – that the assistance and participation of delegate committees in agitation against kulaks and speculators, under the guidance of the agitation detachments of the gubernia food committees, etc., are especially desirable.

All this should be stated in the most detailed and extremely popular way and printed.
