THE ANSWER OF TSURUPA.
1) The draft was discussed with regional leaders and approved by Rykov and V. S. N. X. insofar as it pertained to the establishment of the Commissariat of Supply (the Central one).
2) I will now take the floor to address the matter at hand.
3) The draft envisages the establishment of Commissariats of Supply along the lines of Sovdepas; the Commissariats of Supply should not be overly cumbersome. It is possible to insert a provision stipulating that 20–50 workers be included in each Commissariat of the grain‑producing gubernias, but these workers would serve primarily as technical personnel, to be dispatched to the volosts for administrative and logistical purposes.
The inclusion of such a large number of workers within the Commissariats would inevitably provoke protests at the local level.

Of course, these individuals are not to be assigned to the Commissariats themselves, but rather incorporated into the cadre pool for:
1) agitators
2) controllers
3) executors.
