The notes printed below were written regarding a draft decree on the reorganization of the Commissariat of Provisions and local provisioning bodies.
This decree was subsequently discussed at meetings of the SNK on May 22 and 23, and adopted by the All-Russian Central Executive Committee on May 21. Published in "Coll. of Laws and Orders" 1917-1918, part /, pp. 474-475.

LENIN'S NOTE.
1) Has your draft (organization of the Commissariats of Supply) been communicated to all departments?1
2) Take the floor today on the order of business regarding the presentation of this tomorrow.
3) Doesn't bureaucratic] Formality prevail in your draft? Shouldn't [the draft] decree [include] the participation of 20-50 workers (with the strictest recommendations) in each commissariat] of supply in the grain-producing provinces?2
Isn't it possible to also insert into the telegram p. 4 - p. 5.3

TSYURUPA'S REPLY.
1) The draft has been discussed with the regionalists, approved by Rykov and
V.S.N.Kh. in the part concerning the establishment of the Commissariat of Supply (Central).
2) I will take the floor on the order of business.
3) The draft envisages the construction of the Commissariats] of Supply] along the line of the Soviets; The Commissariats] of Supply] should not be cumbersome. Inserting a point about the participation of 20-50 workers in each |Commissariat] of grain-[producing] provinces is possible, but for participation in the technical] apparatus as
a cadre for dispatching to the volosts.
Introducing such a number of workers into the composition of the Commissariats will cause protests in the localities.
