REPLY OF A. D. TSYURUPA 1) The project has been discussed with the regional comrades and approved by Rykov and the V.S.N.Kh. in the part concerning the establishment of the Supply Commissariat (central). 2) I will move the closure. 3) The project envisages the organisation of supply commissariats along the lines of the Soviets of Deputies; the supply commissariats must not be unwieldy. To insert a clause on the participation of 20–50 workers in each commissariat of the grain gubernias is possible, but as a participation in the technical apparatus, as a cadre to be distributed among the volosts. The inclusion of such a number of personnel in the composition of the commissariats will provoke protests locally.
