...I ask you to convey to the workers that we are confident of the imminent liquidation of the Syzran² adventure and ask them not to worry. The partial, temporary evacuation is only a precautionary measure. Of course, all jobs are guaranteed for the workers.

Manager Kalakutsky³ is instructed, in the event of the occupation of Penza, to continue paying the workers' wages regularly for three months.

In case of danger, during the interruption, keep the workers occupied, if possible with the printing of books and pamphlets as directed by the Soviet.

Hold the train with the evacuated property in Penza for the time being, ready for immediate dispatch to Moscow at your first signal. Place a good guard. Keep yourself informed of events at all times. Move the train in case of danger of the occupation of Penza. See to it that the railway is ready for the emergency dispatch of the train and watch over the freedom of the routes — Penza — Moscow.
