### TO A. D. TSYURUPA

1) Has your project (on the organisation of supply commissariats) been communicated to all departments?

2) Take the floor today on a point of order regarding putting this on the agenda for tomorrow.

3) Does not bureaucratic formality predominate in your project? Should we not insert into the decree the participation of 20–50 workers (with the strictest recommendations) in each supply commissariat of the grain-producing gubernias?^94

### REPLY OF A. D. TSYURUPA

1) The project has been discussed with the regional representatives, approved by Rykov and the Supreme Council of National Economy in the part concerning the establishment of the Supply Commissariat (central).

2) I shall take the floor on a point of order.

3) The project envisages the construction of supply commissariats along the lines of the Sovdep; the supply commissariats must not be unwieldy. It is possible to insert a clause on the participation of 20–50 workers in each commissariat of the grain-producing gubernias, but for participation in the technical apparatus as a cadre for dispatch to the volosts.

The introduction of such a number of workers into the composition of the commissariats will provoke protests locally.
