Today, May 9, 1918, a telegram from Siberia dated April 25, 1918 was brought to me from the secretariat.¹

They showed me this telegram only yesterday.

Yet this telegram is of extreme importance, as a reply to my telegram of April 23, 1918.²

Therefore I announce to all employees, secretaries and higher officials in the Administration of Affairs of the Council of People's Commissars:

a reprimand, and I warn that next time the responsibility will be stricter.
