AMENDMENT TO THE DECREE ON THE COMMITTEE
OF STATE CONSTRUCTION
“May 9, 1918”
§ 7. In connection with the establishment of the Main Administration of State Construction, the following institutions and their respective divisions shall be transferred to its jurisdiction, along with their technical apparatus, materials, inventories, and credit lines:

I. The institutions and their components to be transferred include:
— A brief note: The relevant regulations governing the transfer of these institutions—and the procedures for such transfers—shall be formulated in consultation with the respective Commissions.
— The Committee on State Construction, in agreement with the corresponding Commissions, shall determine the specific terms of this transition.

1. In order to consolidate all state construction activities, the Committee on State Construction was established under the Supreme Council of National Economy.
By decree, a number of institutions—including their technical apparatus, materials, inventories, and credit lines—were transferred to the executive body of the Committee, namely the Main Administration of State Construction, which came under the jurisdiction of the NKP, the NKZ, and the People’s Commissariat for Trade. An addition to the draft decree, in the form of a footnote to paragraph 7, was sketched out in pencil by Lenin on a separate sheet. The draft decree was submitted to the SNK on May 9, 1918. It was approved—with Lenin’s amendment—during the same session of the SNK. The decree was published in Izvestia of the All-Russian Central Executive Committee, No. 94, dated May 14, 1918.

In view of your failure to comply with my urgent request that you provide me with the grounds for increasing my salary—from 500 to 800 rubles per month, effective March 1, 1918—and given the manifest illegality of this increase, which you implemented on your own initiative, in violation of the agreement reached with Council Secretary Nikolai Petrovich Gorbunov, and in direct contravention of the Decree of the Council of People’s Commissars dated November 23, 1917, I hereby issue you a stern reprimand.

For each non-working member of the family, an additional allowance of 100 rubles was granted.
Later, on July 16, 1918, Lenin brought before the SNK the question of raising commissars’ salaries, in light of A. D. Tsyurina’s illness, which had been exacerbated by malnutrition. By this time, money had lost much of its value.

1. All power within the territory of the RSFSR belongs to the working population of the country, united in Soviets of Deputies—or, in other words, to the Soviets themselves.

Chapter III
On the Competencies of the Central Authority of the RSFSR.
The exclusive jurisdiction of the central authority of the RSFSR includes:

On April 1, 1918, following Y. M. Sverdlov’s report on the “necessity of strictly delineating the functions of the various organs of state power,” the All-Russian Central Executive Committee resolved to establish a commission tasked with drafting the Constitution of the RSFSR. The commission’s composition was determined as follows: Chairman of the Commission—Y. M. Sverdlov; Deputy Chairman—M. N. Pokrovsky; Secretary—V. A. Avanesov; members—A. I. Berdnikov, D. P. Bogolepov, N. I. Bukharin, G. S. Gurvich, M. I. Latsis, D. A. Magerovsky, M. A. Reisner, E. M. Sklyansky, A. P. Smirnov, I. V. Stalin, Yu. M. Steklov, A. A. Shreider.
The commission began its work on April 5. Even before the Constitutional Commission was formed—shortly after the Third Congress—the People’s Commissariat for Internal Affairs and the People’s Commissariat for Justice had already undertaken preparatory work toward drafting a constitution. The result of the Legislative Proposals Department of the People’s Commissariat for Justice was several draft constitutions, which were submitted for consideration by the Constitutional Commission. The draft constitution of the RSFSR, prepared by the collegium of the People’s Commissariat for Justice—with the participation of M. A. Reisner—exerted some influence on the development of the draft adopted by the Constitutional Commission of the All-Russian Central Executive Committee. On July 3, 1918, the draft prepared by the collegium of the People’s Commissariat for Justice was reviewed by the Central Committee of the RCP(b), chaired by Lenin. From the draft of the People’s Commissariat for Justice, the Constitutional Commission adopted certain provisions; in particular, Article 2*2 was developed based on Lenin’s instructions regarding Paragraph 12 of the second chapter of the draft prepared by the Collegium of the People’s Commissariat for Justice.
The document being printed herein comprises the first three chapters of the draft Constitution of the RSFSR, prepared by the collegium of the People’s Commissariat for Justice; the remarks appended to the draft were, apparently, made by Lenin prior to the commission’s review of the draft—namely, in the final days of June 1918.
