The Commissariat of Labor is given the task of taking the most extraordinary measures so that, by agreement with the trade unions and under the unconditional direction of the Commissariat of Food Supply, it mobilizes as many advanced, organized, and conscious workers as possible to aid the struggle of the rural poor against wealthy kulaks and for the merciless suppression of speculation in grain and the breaking of the grain monopoly.
