The Bread and Fodder Administration has received a telephone message from Nizhny Novgorod from Volgaprod, from which it is clear that you are making an ultimatum demand to release 100,000 puds of bread currently in Nizhny Novgorod into your disposal. I categorically reject this demand. I declare that we will respond to your actions aimed at seizing the bread in Nizhny Novgorod under the control of Volgaprod with the use of armed force; all persons guilty of seizure will be removed from their posts and brought to trial. Respond within 24 hours.
A total of 700,000 puds of bread have arrived in Nizhny Novgorod, which must be distributed among two dozen governates and go to tens of millions of starving people. How can you demand the release of only 100,000 puds for yourselves?
You were allocated 20,000 puds. You took an additional 30,000 puds. We appeal to your revolutionary conscience.
