Prokopyev and others are inundating Larin with telegrams, begging for funds.

I hereby declare that I have yet to receive a response to my telegram, which contained precise figures dated April 23. I assert that this attitude toward matters—refusing to respond as to the purposes for which hundreds of millions have been expended, and why, and how much beyond the established quota is required—is utterly unacceptable.
